JOB SUMMARY
To inspect residential, commercial, and industrial structures at various stages of construction, alteration, and repair to ensure compliance with City adopted building codes, plumbing codes, and other related City ordinances; assist in the review of building plans and specifications.

DISTINGUISHING CHARACTERISTICS
This is the full journey-level class in the Building Inspector Series. Positions assigned to this class are flexibly staffed and are normally filled by advancement from the lower class of Building Inspector I, or when filled from the outside, require prior building inspection work experience. Appointment to the higher class requires that the employee perform the full range of duties for the class, be licensed by the State of Texas as a Plumbing Inspector and meet the qualification standards for the class. A Building Inspector II is expected to perform the entire range of moderately difficult inspections (building, electrical, plumbing, and mechanical) of a variety of residences, commercial and industrial buildings.

SUPERVISION RECEIVED AND EXERCISED :
Receives general supervision from the Building Official or designee.

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Essential and other important duties and responsibilities may include, but are not limited to, the following:

Essential Duties and Responsibilities :

Conducts on-site inspections to ensure proposed building construction complies with city ordinances, plumbing codes, mechanical codes, and other related regulations.

Inspects alterations and additions to existing buildings to ensure conformity with approved building codes.

Checks and reviews plans, specifications, and materials for conformance to existing plumbing and mechanical codes.

Receive and investigate complaints concerning code violations and health and safety hazards; take corrective action when necessary; answer questions and provide information; explain and interpret requirements and restrictions.

Produce and issue clear and precise verbal and written notices for correction of defects in materials, workmanship, and other violations of the city’s building codes and ordinances; maintain records and prepare reports.

Coordinate inspection activities with other city departments and divisions; confer with Architects, contractors, builders, and the general public.

Participate in continuing education, professional development, and building trade organizations as approved by the Supervisor.

Assist the general public regarding the processes relating to construction and code requirements.

Subject to call out for emergency and after-hours inspections.

Supports the success of the building permitting process from application to certificate of occupancy issuance.

May inspect gas and oil well sites annually.

Perform related duties as assigned.

QUALIFICATIONS

Knowledge of :

International Plumbing Code (IPC), International Fuel Gas Code (IFGC), and International Mechanical Code (IMC)

International Energy Conservation Code

Accepted safety standards and methods of building construction.

Principles, practices, and techniques of building construction.

Principles, practices, and techniques of building inspection work.

Building-related codes and ordinances enforceable by the city.

Texas State plumbing codes.

  Ability to :

Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations, and standard construction practices.

Perform journey-level inspection skills in a variety of specialty trade areas.

Learn to perform competent and efficient work as a combination building/plumbing inspector.

Maintain effective audio-visual discrimination and preparation needed for:
  • making observations

  • operating assigned equipment
  • communicating with others
Maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following:

  • analyzing and interpreting routine building plans and specifications.

Effectively deal with personal danger, which may include exposure to:
  • hazardous materials
  • electrical hazards

Enforce necessary regulations with firmness and tact.

Inspect various types of residential, commercial, and industrial buildings.

Perform competent and efficient work as an inspector.

Determine that construction conforms to city code requirements.

Apply city codes and policies regarding safety, environmental matters, and other regulations to field situations.

Work independently without supervision.

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience :
Three years of responsible experience as a Journey Level Plumber or Plumbing Inspector.
Three years of experience in the building construction field.

Training:

Equivalent to the completion of the twelfth grade. In addition to other specialized training in the Plumbing field.

Licensure or Certification :

Possession of a State of Texas Plumbing Inspector’s License or possession of a Journeyman Plumber license with the ability to obtain a State of Texas Plumbing Inspector’s license within six (6) months of hire.

Must possess, or can obtain by the time of hire, a valid Class “C” Texas driver’s license.
